Is the size line selected wrong? - Analysis of parts machining drawings

When using CAD software to mark the size, the drawing lines is not clear because forget to zoom in on it.The mouse has chosen to deviate from the target, will cause errors. Shenzhen Winnewtech Metal Parts Inc is analyzing the size of the following drawing, I suspect that the location is not wrong?

Above the arrow refers to the marked line, the lower arrow refers to the edge of the parts, the normal marked should be two lines coincide, and here is not coincidence, is wrong? This need to confirm with the customer.
